ASOIF Council Meeting in Lausanne Reported |

05 Dec 2012 - The ASOIF Council met on 30th November for its final meeting of 2012, and the last meeting to be chaired by Denis Oswald who after more than 12 years in charge hands over the ASOIF Presidency to Francesco Ricci Bitti, President of the International Tennis Federation, on January 1, 2013. ASOIF celebrates its 30th anniversary next year and Denis Oswald is its second president.
C.K. Wu will replace Denis Oswald as the ASOIF representative on the IOC executive board.
The Council, led by Mr. Oswald, reviewed a number of issues including Olympic Games revenue distribution, the proliferation of multi-sport games events and their impact on the sports calendar, and ASOIF’s new International Sports Information System (ISIS) project.
Some of the main issues discussed and decisions taken are listed below and a letter will be sent to the members addressing other specific issues presented by them to Council in due course:
1. 2012 LONDON OLYMPIC GAMES
It was agreed by ASOIF Council that, following the debrief, it would be important for the IOC to review the Technical Manuals on Venue standards as the capacity of venues and other important logistics issues need to be re-visited for future Games.
2. OLYMPIC GAMES REVENUE DISTRIBUTION
The ASOIF Council welcomed the significant uplift on the projected Olympic Games revenues. The first two tranches were paid to the 26 IFs in September and November 2012 and a final payment would be made to the IFs in around January of 2013.
As communicated clearly to all ASOIF members it is expected there may be only a small increase in total revenue share from the Games of 2016 and that for Rio 2016 there would also be two additional IFs sharing in the revenue thus reducing individual shares. It was, therefore, strongly recommended that members take this into account in their long-term budgets for example by creating a reserve in 2012/13 to cover increased expenditure in the period 2016-2020.
3. MULTI-SPORTS GAMES
Following the unanimous decision of the ASOIF 2012 General Assembly that the IFs could not support the proposed EOC Games, no further meetings were requested by EOC. However, in October a letter was received by the ASOIF President setting out how the EOC intended to proceed by contacting the IF’s Continental Confederations directly. The ASOIF Council agreed to reply to the letter re-affirming its current position and inform the ASOIF Members accordingly.
Several new Multi-sport games had been created and this proliferation is leading to conflicts, particularly within the sports calendar. ASOIF will request the IOC to create a working group to look at the different Multi-sport games and take the lead in finding a rational way forward.
4. ANOC
ASOIF Council had considered the need for an annual joint meeting of the ASOIF/ANOC EBs to discuss areas of mutual interest. ANOC President, Sheik Ahmad Al-Fahad Al-Sabah proposed to the ASOIF General Assembly in Québec last May to hold an annual joint ASOIF/ANOC EB meeting and Council agreed to reply positively to this suggestion and a letter will be send to ANOC accordingly.
5. ISIS PROJECT
Following the decision of the General Assembly it was agreed that the ISIS project would be fully implemented with immediate effect. The budget was approved along with the engagement of the relevant staff and consultants.
The project will go full speed ahead by starting the first 2 phases of the project being the definition of the data standards and the appointment of a technical provider, both to be completed by next ASOIF General Assembly in May 2013. ISIS is expected to be fully operational in January 2015.
A communication will be sent shortly to all ASOIF Members outlining in detail the next steps and a kick-off meeting with all IFs will be organized early in the new year.
6. WADA CODE REVIEW
A communication has been sent to the ASOIF Members outlining the process that ASOIF will conduct in contributing to the review. In summary, for the first phase which ended on 15 March, ASOIF members were asked to contribute individually to WADA but copying ASOIF so that we could collate and reinforce the members’ views.
In the second phase, ASOIF’s MCG coordinated a common position of the members and submitted recommendations in the name of the AMCG before the deadline of 10 October. The final consultation period begins on 1 December and ends on 1 March 2013.
It was agreed by ASOIF Council that ASOIF would coordinate and collect all individual comments from our Members in time for discussion at SportAccord Convention in St Petersburg. It was however decided not to hold a separate full working meeting with all ASOIF Members as was done in 2006, as such a meeting should not be necessary since it is becoming more difficult to find a common position on detailed issues and there have been widespread submissions by our members direct to WADA during the process.
7. SPORTACCORD 2013 / 2014
Preparations for SportAccord Convention 2013, St Petersburg, 26-31 May, are now accelerating. ASOIF will host its annual dinner, in conjunction with AIOWF and the FIE President has kindly confirmed that FIE will sponsor the 2013 annual dinner which will mark the 30th anniversary of ASOIF and the centenary of FIE.
8. ASOIF CONSULTATIVE GROUPS
ASOIF has created six expert Consultative Groups to assist and support its Council and administration in a number of key areas in which ASOIF is increasingly active. Additional staff is being engaged from January 2013 to support the increasing secretariat load. These consultative groups cover the areas of:
• Medical & Anti-doping • Legal • Sports Development • Olympic & Multi-sport Games • Commercial, Marketing, Broadcast • Technology (ISIS related)
